About our practice...

Family Psychiatry & Psychology Associates (FPPA) specializes in comprehensive diagnostic evaluations, medication management, educational evaluations, parenting skills enhancement, individual, couples and group therapy and school liaison services.

FPPA is committed to bringing talented, extraordinarily trained mental health professionals with diverse backgrounds and experiences into our practice.  Within our offices we have the convenience of frequent and intensive collaboration to provide superior, comprehensive services to our patients.  We also maintain close relationships with local pediatricians, family physicians, other medical specialists, schools, clergy and other mental health professionals, and enjoy the interdisciplinary discussions that produce a truly individualized plan for change for each of our clients.

Each of our clinicians is specialized in treating children, adolescents and adults. Additionally, each doctor has his/her own subspecialty expertise. Overlapping areas of expertise allow for second opinions and comprehensive treatment.

Meet our clinicians

Seth E. Tabb, M.D.Seth E. Tabb, M.D. is the Founder and Medical Director of Family Psychiatry & Psychology Associates, PA (FPPA).  In addition to his functions as a Child, Adolescent and Adult Psychiatrist, Dr. Tabb has embedded himself in the community in multiple professional roles.  Currently, Dr. Tabb sits on the Board of Directors of Wake County Human and Environmental Services and is past Chairman of the Wake County Human Services Mental Health, Developmental Disabilities, and Substance Abuse Continuum of Care Committee where he has been a member for over seven years.  Additionally, Dr. Tabb was a member of the Child Fatality and Child Protection Task Force and has worked closely with County Commissioners on committees overseeing the development of a county psychiatric hospital and out-patient continuum of mental health care.  He has served on the Board of Directors and was a Founding Member of the Miracle League of the Triangle, a baseball program for children with disabilities who would otherwise be precluded from this wonderful sport.  As well, Dr. Tabb has served as Adjunct Faculty to the Department of Psychiatry at the University of North Carolina at Chapel Hill since 1996 teaching medical students, residents, child psychiatry fellows as well as psychology graduate students.  From 1995 to 1996, Dr. Tabb was an attending physician at Holly Hill Hospital and served as Medical Director of American Day Treatment Partial Hospitalization Program from 1996 to 1997.  Today, Dr. Tabb continues to see patients in his office at FPPA.

Dr. Tabb completed his Medical Doctorate from the University of Florida where he won the Alpha-Omega-Alpha Walt Oppelt Memorial Award for excellence in Pharmacology and Therapeutics.  He completed his General Psychiatry Residency at the University of North Carolina at Chapel Hill where he was the APA/Burroughs Welcome Fellow in 1992.  He completed his Child and Adolescent Psychiatry Fellowship at the Neuropsychiatric Institute at the University of California, Los Angeles (UCLA-NPI), where Dr. Tabb was Chief Fellow from 1994 to 1995 and won the prestigious Gertrude Rogers Greenblatt Award.  While in Los Angeles, Dr. Tabb presented a Grand Rounds at the UCLA-NPI and was a covering physician at the West Los Angeles Methadone Treatment Program and at the Health Care Children’s Campus Residential Treatment Program in Van Nuys, California.

Dr. Tabb has published in the New England Journal of Medicine and The Jefferson Journal and has been on the Editorial Committee of Southern California Psychiatrist and was a past Editor of the newsletter of the Resident Physician Section of the American Medical Association (1994).  Dr. Tabb enjoys a history of essays and public commentary on a range of mental health topics and is a frequent contributor to his local newspaper editorial pages.  Additionally, Dr. Tabb has been a featured lecturer to colleagues and the community throughout his career with over 17 years of experience.

Mark Moffett, M.D.Mark A. Moffet, M.D. a veteran child, adolescent and adult psychiatrist who relocated from Madison, Wisconsin with his wife and children in 2004 to join FPPA.  He comes to North Carolina with 17+ years of experience, knowledge and wisdom.  Currently, besides seeing patients in at FPPA, Dr. Moffet reviews the community standards of care with a multidisciplinary community agency where he serves as a member of the Child Fatality and Child Protection Task Force with Wake County Human and Environmental Services.  Additionally, Dr. Moffet is a featured educational speaker for medical colleagues and the community throughout the state of North Carolina.  Also, he is an annual consultant to the Wake County Public School System in training and supervising the school social workers.

Dr. Moffet completed his Bachelor’s of Science Degree with High Honors in Psychology at the University of Michigan at Ann Arbor before obtaining his Medical Doctorate from Michigan State University.  During his medical training, Dr. Moffet developed and presented numerous seminars in the field of applied humor and psychology and also became a stand-up comedian.  During his Residency in General Psychiatry at the University of Wisconsin, Dr. Moffet became Chief Resident while also being featured with a biographic segment on CNN Headline News and the Wisconsin State Journal in addition to the Milwaukee Sentinel.  He went on to specialize in Child and Adolescent Psychiatry at the University of Wisconsin where he completed his Fellowship and went on to become Assistant Professor of Child and Adolescent Psychiatry in the Department of Psychiatry at the University of Wisconsin.  He was voted Best Out-Patient Child Psychiatrist in Madison, Wisconsin (Madison Magazine) in 2004 by his peers.  Dr. Moffet has served as Vice-Chairman and Chairman of the Department of Psychiatry at Meriter Hospital in Madison and has also served on the University of Wisconsin Health Physicians Plus Leadership Group. 

Dr. Moffet has presented at Grand Rounds at Wake Medical Center in Raleigh, North Carolina, and continues to be an invited peer lecturer on a variety of areas of excellence and sub-specialization.  He provides the highest quality comprehensive child, adolescent and adult psychiatric services covering the entire range of mental health conditions including mood disorders, anxiety, ADHD, post-traumatic stress, anger control, childhood schizophrenia, OCD, disruptive behaviors and autistic spectrum disorders.

Lisa G. Hayutin, Ph.D. has a strong background in applying cognitive-behavioral concepts to a broad range of emotional, behavioral and developmental difficulties across the life span.  She believes that a thorough and comprehensive understanding of the onset and development of any problem will lead naturally to a plan for improvement.

Dr. Hayutin received her Bachelor’s of Science from Cornell University and her Master’s Degree in Psychology and her Clinical Psychology Doctorate from the University of Georgia in Athens where she provided assessment, therapy and parent training for behavioral problems in children. Dr. Hayutin developed specialized skills in pediatric psychology at Children’s Healthcare of Atlanta and UNC Children’s Hospital, where she evaluated and treated the psychological and emotional needs of children with a wide range of injuries and illnesses. Additionally, Dr. Hayutin completed a Post-Doctoral Fellowship at Division TEACCH at the University of North Carolina, Chapel Hill, where she broadened the scope of her expertise in evaluating and treating individuals with Autism Spectrum Disorders. She has continued her work at TEACCH currently serving as Adjunct Assistant Professor with the University of North Carolina Department of Psychiatry in the School of Medicine.

Dr. Hayutin has developed and implemented a ten-session skill-based group intervention for adolescents with chronic illness and their parents. This program has helped adolescents cope with stress and pain more effectively, and helped parents interact with their teenage children more successfully. Dr. Hayutin has also implemented an intervention for pediatricians and parents that improves communication about psychosocial concerns at regular office visits. Other accomplishments include Florene Young Award for Outstanding Psychotherapy, 2004; Boardman-Forehand-Jackson Award for Outstanding Supervision, 2006 and research in Coping and Adjustment. Dr. Hayutin has had numerous peer reviewed journal publications on a variety of areas of expertise including Inflammatory Bowel Disease, stalking and other forms of intrusive contact following adolescent dating and romantic relationships in addition to developing a medical procedure interaction scale form for infants. She has been an invited lecturer and continues to give professional presentations on many aspects of child and adolescent development including managing difficult behavior in children; identifying red-flags in early development; communicating with your adolescent child; managing pain to improve daily functioning; and coping and adjusting in chronic illness.
